The Telecommunications Management Network (TMN) provides a framework for achieving interconnectivity and communication across heterogeneous operating systems and telecommunication networks. TMN was developed by the International Telecommunications Union (ITU) as an infrastructure to support management and deployment of dynamic telecommunication services.

A telecommunications network is comprised of switching systems, circuits, terminals, etc. TMN enables communication between these devices and Management Systems (known as Operation Support Systems (OSS) in telecom world).
